Matilda: Unraveling identity and claiming residence
Matilda is 48 years old. In 1980 and 1981, she gave birth to two
children, who both died shortly after each other at the age of 6 months
and 1,5 year. Later, she gave birth to two other children. In memory of
the two children who passed away, Matilda gave them the same names as
their deceased siblings.
To be able to go to school, Matilda's children needed an identity
document. However, the Bolivian Directorate of the Civil Registry
mistakenly held them for their deceased siblings and considered them to
have been registered twice. Because of this alleged double registration,
their civil documentation was held to be invalid and Matilda's children
weren’t able to go to school.
Identity registration issues are very frequent in the municipality of
Achacachi. Identity documents are a strict necessity for having access
to education, health care, etc. Because
of this, many inhabitants face big problems. Their birth certificates
often have all kind of mistakes: misspelled names, provinces or towns
that are not filled in, incorrect dates, etc. Achacachi has 12.000
children who still do not have a valid identity document.
The local office of the Microjustice Facilitator helps people like
Matilda to overcome the difficulties they face during their quest for
indispensible legal documents. The Microjustice website presents all
information necessary in an understandable manner. Further, the
Microjustice Facilitator assists people to overcome barriers when they
cannot do so themselves.
Thanks to the Office of the Microjustice Facilitator in Achacachi,
Matilda was able to to obtain death certificates for her two deceased
children at the local cemetery. With these certificates, she went to the
registrar to obtain proper identity documents for her children.
If this would have been necessary, the Microjustice Facilitator would
give her assistance. Matilda’s children now are able to get the
education they are entitled to.
